Add PLUTO + Changefile metadata #883

Adds PLUTO + Changefile metadata, and adds various tweaks / fixes to make the push process more ergonomic.

The commits are atomic, so you can step through them to get a sense of the changes. E.g. I generated the skeleton of the PLUTO metadata using our automated tool, and then filled in the details in a separate commit.

Regarding the actual PLUTO metadata, I wouldn't worry too much about reviewing all 2k lines. We'll need to do a review with GIS at some point in the future. But it'll be a huge win to have one source of truth for all that metadata.
