Shapefile name is randomly generated with each download -- need to find solution so the script can find it anyway

Ugh, this is where one size does not fit all for dataset loading... we should be able to just find *.zip or whatever in the temp file it is downloaded into

Note: same issue for NYCHA police service area script. I'll see if I can figure this out tomorrow.
