QAQC: Update the workflow of applying manual corrections and generating the QAQC report #173

Future enhancement. Not an immediate priority.

Work on order of applying manual corrections and how that impacts what in the QAQC report. Right now, a manual correction is made but the record still shows up in the QAQC report.

Let's diagram before diving into code
