Standardize Postgis Image to `postgis/postgis:12-3.0-alpine` #207

Currently COLP's build workflow points to an older postgis image. During our QAQC work and subsequent repo refactoring/standardization, we have updated the postgis images to 12-3.0-alpine to avoid issues. Implement this in our .github/workflows/build.yml
