readme data links fix #496

fix the data links in the README to point to the latest folder in edm-publishing for the qaqc tables

Question

I believe in the last iteration of readme only 2010 aggregate tables exists so the aggregate links need to be updated. I did not include the new set of 2020 aggregate tables. Please let me know if this needs to be changed.

realize it is probably my mistake to think the 2010 aggregate files means "since 2010" but actually meant what type of geographies. So probably 2020 geographies should be the default now?

Yes, we should add in links to 2020 tables

The aggregation by puma link doesn't work

okay thanks for all the comments with flurry of changes. Yes the puma does not work because we are no longer producing puma aggregate tables and also add in the 2020 ctda link. Let me know if all new changes look good.

What's the point of producing aggregate tables for different years if we don't have the same geography's for each time frame? Should we try to stay consistent as possible with what we provide, I understand that the cdta is the updated standard geo (to replace cd/puma) but it seems like we might want to be upfront as to why we are no longer providing certain geographic aggregate tables/or just produce the census tract block ones?
