QAQC: New QAQC Report #511

The existing DevDB QAQC (final_qaqc) report is immutable, so we would like to build a new report on top of it that:

  1. Filters out records with no flags
  2. Allows attaching additional flags for our use
  3. Allows us to only pull in the flags we would like to track

This report should be exported to DO so it can be pulled down by the QAQC application
