New QAQC Report #520

Addresses #511

Looking for name suggestions for this file (de_qaqc, ie: Data Engineering QAQC is probably a placeholder)

Also thoughts on if there is any better way to filter by if any of those columns are flagged that's not this manual

I listed out all of the fields rather than just copying all of them because we wanted to maybe filter in the future by just what things we found to be important, but would be happy to change that

@SashaWeinstein let me know if this was what you were thinking - was hesitant to actually rename the other table without knowing the potential downstream impacts, but we could look more into that/alternatively add more comments around the final qaqc stuff to be explicit about it
