Overview

This stems from an issue the housing team spotted during manual research for some records with complete or partial complete status and units completed that their complete date are still missing. This check would indicate something is off with the COs.

Should be pretty simple work and one reviewer is fine.

It would be useful (down the line) to scope out how we can qaqc the data-library source data before it reaches one of our data products

@td928 I think this should have been branched off main and not dev. This branch doesn't have the latest changes from PR #541 where you corrected the join issue (job numbers and bbls weren't aligning to the same boro)
