Publishing 22Q2 Streamline: replace Null with zeros from aggregate summary #569

catch this as upstream as possible, I trace this to the sql/aggregate/yearly.sql to create the yearly_devdb_ tables where all the aggregate tables then get created from.

Hey team @NYCPlanning/data-engineering I think i might put this on hold for a moment because after a conversation with Matt I was informed the reason for this work is because the total column was removed and excel does not allow you to calculate. And maybe can be a one shot fix with the comprehensive record #572 join step. So feel free to ignore this issue until further notice. Thanks!
