• [x] use environment variables to ensure all data and geosupport are using their last 2022 versions
• [x] populate and maybe rename remaining environment variables
• [x] ensure issue template reflects all input data
• [x] ensure geosupport version 22.3.4 is available (per Lynn email we want to use last UPAD of 2022) (done)
• [x] run data sync with geosupport version 22.3.4 (done but must use latest dob_geocode_results in build)

changes

• update version.env
• pin all input dataset versions to ensure this 22Q4 update doesn't use 2023 data
• pin geosupport docker image version to 22.3.4 rather than latest 23.1.0
• fix use of uses of sqlalchemy when using geosupport docker image in Data Sync action
  • caused by sqlalchemy version being bumped from 1.4.46 to 2.0.3 during geosupport image builds
  • this may only be an issue when using geosupport 23.1.0 but the new code seems to work with 22.3.4

tests

• successful Data Sync run with geosupport image 22.3.4

@mbh329 took a pass at adding (but not yet populating) environment variables to pin input data versions

since so many are manually updated via data library, I didn't see much grouping of version strings that would be safe/reliable. but maybe the upside of that is having specific explicit variable names
