Reorganize repo folder structure #203

As discussed in the stand up on March 14th, 2022, we want to reorganize the folder structure in the repo so that it matches the data category in the data matrix or aligns with the data source the raw data is coming from.

Which folders does this apply to? When we talked about it I was only imagining aggregate/ and I thought our conclusion was to organize aggregation code by file source in some cases? Is the scope wider than that?

I think it's just that the 2000_census_pums script moves into the aggregate/PUMS, decennial census script stays in the same spot and then the resources would be divided in a similar way - sorry I think the way I wrote this issue made it seemed more complicated then it is
