This indicator is the number of individuals in NYC dept of homeless services shelter on march 31st for 2018 and 2019. This indicator is different from most one-offs in two ways.

Ingestion process was put in ingest/ folder as it's slightly more complex than reading in spreadsheet from resources folder. Hopefully this ingestion process is more extendable than the typical spreadsheet from resources folder approach.
PUMA-less records
Some individuals have a borough but not a PUMA. These records are counted in the numbers we report for borough and citywide but not the PUMA level aggregations
