Notes from previous discussion with Neera about this: Org ID = Loc ID Unique ID should be CONCAT(OrgID,'-',BldgID) Blue Book address should replace LCGMS address - same for Bldg ID Label special ed in factype

During this process, capacity for PS/IS and IS/HS should be split out into separate capacity values.

Note: LCGMS has most up to date school data on locations and blue book has capacity. Do in deduping

There are no records in the facilities table where pgtable = 'doe_facilities_lcgms'
