reorganize and centralize cleaning

Improvements:

aggregate_vertical

• convert if/else statements for geographic aggregation selection to a dictionary
• create get_aggregate_vertical to select from_geotype and aggregate_vertical function

  client

• convert if/else statements for client selection to a dictionary

  calculate

• split calculation into two steps 1. calculate_e_m 2. calculate_c_e_m_p_z
• calculate_c_e_m_p_z uses calculate_e_m to get pff_variable values and base_variable values #8
• calculate_c_e_m_p_z will then calculate c, p, z, given geotype and if variable is median/base variable, there are special rules implemented here
• created an overall universal calculate method that calculates all variables, and includes post processing (rounding, cleaning) #15
