Update column label in `acs.csv` output

Currently the first four columns in `acs.csv` are	census_geoid	labs_geoid	geotype	labs_geotype

The third column should be renamed census_geotype for consistency.

Labs is ok with this change, we just need to alert them that the new files are different in this way
