Base Variable Lookup #230

Source data: 2 Excel files sent by EM: 2006 - 2010 and 2016 - 2020 Taking the pff variable from the input excel sheet, include a new base variable column in the target schema according to the field mappings present in https://github.com/NYCPlanning/db-factfinder/tree/221-Aug-2022-Build/factfinder/data/acs.
