motivations

metadata.json was missing the category field
JSON file was generated by converting the provided Excel file using a script in Excel

changes

add metadata.json which was generated with a new source excel file
add javascript code used in Excel Code Editor

tests

ran Build - ACS Manual Update action to push to S3 with year=2021 and geography=2010_to_2020
