Assemble Test cases:

for each special cases, identify variables and geotype to test against

  1. basic case (non-aggregated-geography, horizontal aggregation only)
  2. basic aggregated -geography case (aggregated-geography, horizontal+vertical aggregation)
  3. basic case with non-computed PE(p) PM(z) -> data profile only, non-aggregated geography
  4. special variables -> full panel comparison
  5. median variables -> aggregated-geography only

Implement 2018 acs update and compare full panel
