Use job description field to understand if Alteration resulted in change of number of units if unit_init is BLANK.

@AmandaEyer can you 1) change the title of this issue so that it's more descriptive and matches what the description describes and 2) explain what actually needs to be implemented - do records go into an QC table or ... ?

This issue has now basically been manually addressed by me. I'm adding the unit_init values to dcp attributes! You can close the issue :)
