this code is really bad, please state what you are trying to do, the tables you are trying to create and simply your code @td928 please make a new issue about what you are trying to address, we should rewrite the code instead of taking it from mark

Sorry created the pull request prematurely. Still working on the files right now. Trying to create the basic workflow for the school district allocation. Happy to provide more explanations over a call.
