Add weekly device counts to social distancing tables #55

Note: Because the state trips table concerns movement in and out of NYC, the device counts for NY do not include the 5 boroughs so as to match the state trips table's logic. These counts are instead stored as state = 'NYC'.

Need to move output location. Having the lookup in the same directory as the data breaks the concatenation in the example notebook.
