Records from previous qc_bbldiffs showing up in current run #124

LS verified that all 65 records from the previous qc_bbldiffs (October 2021) shapefile were also in the current qc_bbldiffs (November 2021). Take a look at what happened with the compare. See if issue is persistent in future version.
