Goals

[x] Reduce excess pings to Carto looking for old BBLs that we know don't exist in the new MapPLUTO data
[ ] Reduce the number of manual overrides LUR needs to do using the update-geometries endpoint

Solution Ideas

[x] Query for projects with BBL records that have been recently modified
[ ] Auto update geoms for recent BBL updates, regardless of whether a project geom record already exists
