The new dcp_publicstatus values in production CRM are:
Approved, Certified/Referred, Disapproved, Filed, Withdrawn/Terminated/Disapproved
We need to update any references to the prior values (Approved, Withdrawn, Filed, Certified) in the API so project records are appropriately handled based on their status
Places to update:

[x] show
[x] assignment endpoint
[x] migrations files (definition of materialized view)
