Adds:

new backend data schema with project_geoms replacing project_centroids
document linking in milestones

@allthesignals -- thanks for merging! just FYI, this update relies on the new table to exist in production DB and 2 new values to be added to the config. I'm not sure these were totally complete when you merged this. I feel like we should figure out a way to encapsulate on the PR here what is required before it is merge-able so we can make sure nothing goes to prod that's not totally ready yet. thoughts? Can you create checklists on PRs?
