After looking over the issue and figma file, I think the best approach would be creating a static routing flow, which is flowchart of the different states, and a live prototype where you can click and iterate through visually.

left a couple comments in CPP Routing Flows (looks like u saw em already)!

I couldn't tell where that figjam file lives though. if it's possible, would be cool to put it in the Capital Planning Explorer project

flows updated to adapt to use case on when to switch out certain buttons for the cp description card, figjam file added to CPE project
