CPP: design comments on ESRI app #27

The Data Engineering and GIS teams worked together to create an no-code version of the Capital Projects Portal: the ESRI Capital Planning Explorer.

It was made using Experience Builder and Instant Apps to investigate the capabilities of these tools and so that the Capital Planning team could have an app to use while AE works on CPP.

Although these tools afford limited design control, critical comments would still be valuable.

A new file in the Capital Planning Explorer figma project would be a great way to give feedback (similar to the Design Comments page in the Capital Projects Portal file).

esri currently not working on arc browser, works on other common browsers like chrome and safari. it has worked in the past on arc.
