"Sandbox" project #526

I see a lot of people want to check out the edit dialog for development sites and rezoning areas, not just our team. For example, we click "get started" then the project name is "asdfasdf".

Maybe this is a "desire line" for a "sandbox" state visible from the index page.

This is also prompted by the fact that there'll probably be a need for a backend which is also filled with thousands of junk "asdf" projects
