PDF download is missing layers

The "Download" button produces a map that's missing a couple of the base map info layers: Example: # of stories if missing in https://applicantmaps.planning.nyc.gov/projects/Q4UcziLCqUKJfk2TkI%2Fi/edit/map/edit

Design should be adjusted to make the printer settings warning more visible.
