Task/9261 update app dependencies

Changes Proposed:

minimum required changes to run app locally

• Update README.md install instructions
• updates to app/styles/layouts/_l-default.scss to remove -static
• bump up node and npm versions and include handlebars in package.json
• add .node-version file
• fixes to address eslint errors

@horatiorosa Please consider updating the readme if you discovered any undocumented steps for getting the app to run locally.

Looks good to me. The only issue I can find is the Land Use Applications section does not load; that issue exists in production and is not introduced by this update. Please just check and make sure that there is a task in ADO for fixing that bug.

Thanks for the 👀👀. Yep, that was the BUG819 I was going to work on but had to roll in your updates first in a new branch since I cannot use the develop branch.
