Updates for new cpdb release #68

Summary

This PR updates db_tables.js to point to the preliminary 2022 CPDB tables in Carto. It also updates various places we store NTAs and census tracts directly in the source code to use the 2020 geometries, taken from dcp_nta_20201 anddcp_census_tracts_2020` respectively.
