9483 fixed explore a NTA dropdown menu and updates to selections to match carto #76

In this PR:

Update nta to nta2020 match carto dataset column names
Update commboard to cd to match carto dataset column names
Add function to update Spashduo.jsx select button for nta selection to reflect selected nta dimension

~#### TO DO: I have been unable to get the dropdown menu on the LayerSelector.jsx to reflect the dimension (nta2020) coming in from the SpashDuo.jsx.~

Looks good to me, but I'm not sure what you mean by your todo. Can you clarify?

Oh, my bad! I fixed that to do! I was referring to the transition from the SplashDuo component (where you select an NTA) and having that selected NTA appear in the option boxes on the MAP page.
