Disable change over time for regional groups (only applies to Hispanic since already not showing any other race groups)
Change over time is currently showing values for the Hispanic groups in Detailed Race and Ethnicity, but we want the entire section in change over time to display the note (Data for this row are not comparable or are unavailable) instead of data (the 2010 page will still include the data, where available)... if this complicates things for coding purposes, we can remove the 2010 data for this variables as well. Will no longer be an issue with the data removed, but seeing that the percentage point column is still calculating even without data in the 2020 columns here.
