Description

If estimate for either or both time points (or selected area vs comparison area) is 0, change over time/difference shouldn't be calculated (seems it slipped through on the last update, but was previously coded not to show)—

see percentage point columns for American Indian and Alaska Native alone

Make a branch from staging and merge all PR back into staging
