Feature Request: Dynamic Narratives #204

It would be interesting to show selection-specific narratives in each report view. We would need to work with population to find the common analytical statements one can make about a place for a given report topic. For example, in the Housing report, a statement might stay:

Over half of households in this selection are cost-burdened with the majority (80%) made up by renter-occupied households.

In addition to the "fast facts", this piece of narrative will help to gradually introduce the data.

@EricaMaurer and I love this idea and have thoughts on how we could expand upon it. However, I'm not sure we'll have the time to invest in it right now, given competing priorities. Maybe after the release we can add some narrative -- akin to what we'll include in our NTA-PUMA report.
