Need better MapboxGL load state visuals #278

This is difficult to reproduce, but under degraded network speed conditions (both in terms of Carto API response time and user network speed), toggling across summary levels produces strange behavior. For example, selecting an NTA, generating a report, then switching back can produce a situation in which only a single geometry is visible on the map because the NTA geographies layer hasn't loaded yet.

We should build more sophisticated loading state.

This may relate to toggling choropleths too. We could have a spinner on the map any time it's thinking.
