Set up Continuous Integration #64

Which services should we consider for continuous integration? There's Travis CI, Circle CI, and many others. I believe I have permissions to do integrations for this repo, but not https://github.com/NYCPlanning/labs-planninglabs.nyc.

It should:

[ ] Check ESLint (Airbnb)
[ ] Run smoke tests
[ ] Redeploy on merge into master

I don't think I have org permissions to do this (according to Circle CI)
