Add "Last updated on [Date]" to About page #118

Add date of last update in small font to the bottom of the about page

This could be done simply by adding the following to the end of the about.yaml's sidebar:

Last updated on 3/16/18

But this will have to be manually updated each time we change the Carto data. It could easily get out of sync if we forget to update it.

@allthesignals Could we instead get the dates from all the Carto datasets and use the latest one?

@andycochran Hmm, not really possible to get the last updated unless we use the API, but it's not a documented API and is hard to consume (it's JSONP).
