Add county and subregion toggles to Housing Units by Owner vs. Renter #140

Add empty boundaries / geography toggles to turn on county and subregion layers, in addition to municipality layer

@chriswhong This means repeating the municipality layerGroup for the other geogs. Seems wrong to put the same dot density layer in there three times and reload it when you switch geogs.

@chriswhong Perhaps we need to have an "always on" layerGroup? Or the ability to reference misc layers associated with groups (e.g. rail).
