This PR updates the "Housing Units by Renter vs. Owner" map…

Adds County and Subregion toggles
Adds a third column for vacant units to the popup
Adds a left border (actually an inset box shadow) to the popup table cells with the .large class, which helps associate values with their MOEs

Closes #140.
