Key for change in private employment misleading #210

How to reproduce this bug:

  1. Select Jobs -> Private Employment Change, 2008-2016
  2. Select Connecticut subregion on the map (make sure "Subregion" mode is on versus "County")
  3. Key says "Loss of +10000 or more." However, Data for Connecticut says it gained 4k+ jobs.
  4. Label should instead read "Gain of less than +10000" or something along those lines.
