This PR modifies the configs for our 3 nascent narratives

Adds a generic line layer for each choropleth (to show outlines of whatever geometry is being visualized). This eliminates the 'recalculate' error when moving between maps that had layers with the same id. It also means we don't need to repeat the line config in every single map config.
Updates SQL queries to use the new combined datasets
