Task/13342 add city section layer #346

This PR adds a new layer, street-sections. Also updates popup tooltip when clicking on geography to include a link to the Street Section map and its effective date.

Partially resolves AB#13342.

Should be merged in AFTER the appropriate changes to labs-layers-api are approved.
