Not all actions link to a CPC report, but many ULURP numbers are "clickable" and link to a "We're Sorry" page. Changes will be made to the database--planners will talk to Microsoft about adding a field for whether a report has or does not have a CPC report (one of two values--> true/false or yes/no etc.).
The ULURP number will be clickable based on the new column for the CPC Report.
Talk to planners about whether this is only for future projects or whether it will also be for past projects as well.
