Button to close the **About** information tab on home screen no is longer visible #1164

Describe the bug x-to-close button is not visible since the addition of a survey banner.

To Reproduce Steps to reproduce the behavior:

  1. Go to https://zola.planning.nyc.gov/about
  2. See error: Screen Shot 2023-12-13 at 3 42 12 PM Expected behavior Screen Shot 2023-12-13 at 3 41 31 PM

Acceptance criteria [ ] Modify CSS so that the about information tab can be closed.
