Update default aerial layer and smoke test layer pallette with new layers in Zola #1198

Once have added the new 2018-2022 aerial imagery layers to Layers API, they should automatically show up in Zola. However we need to change Zola's code to default to the 2022 layer (probably just a one line change here. Additionally, the developer working on this should do some basic smoke testing to make sure the additional radio buttons on the layer palette don't break the UI.
