Currently, the special district zoning tags on the lot profiles only show up if there's a record in the util/special-purpose-crosswalk file. The crosswalk is used to generate a link to the corresponding section on DCP's website. This is a problem because not all special districts have sections on DCP's website. Filling in blank values for the page and anchor generates an invalid URL. We need to create an option that allows the profile to display the tag even if a valid link doesn't exist.
Ex: J for Jerome Corridor takes you to a "not found" page
