Update/reorg second level of navigation #2

Under "Initiatives," there should be three tabs: "Borough" "Citywide" and "Commitment Tracker"

The landing page for "Borough" should be in alphabetical order: "Bronx" "Brooklyn" "Manhattan" "Queens" and "Staten Island"

Text for the "NYC Rezoning Commitments Tracker" page below. The last sentence should be a hyperlink to https://www1.nyc.gov/site/operations/performance/neighborhood-rezoning-commitments-tracker.page.

Pursuant to Local Law 175 of 2016, the City (through the Mayor’s Office of Operations) is responsible for publishing a list of capital and programmatic commitments associated with neighborhood-scale rezonings, and an annual progress report detailing the status of each initiative. These rezoning commitments are the product of comprehensive and community-driven planning processes in each neighborhood and have been organized by policy domain: Housing; Open Space; Community Resources; Transportation and Infrastructure; and Economic and Workforce Development.

Under the "Community Info" page, there should be two tabs: "Community Planning" and "Community Portal"

"Community Portal" should link directly to https://communityprofiles.planning.nyc.gov.

At the home page of https://communityprofiles.planning.nyc.gov, please add the following paragraph above the drop-down menu.

"New York City’s community boards were created by local law in 1975, and each represents a community district. Community boards create opportunities for active participation in public decision making; they help to articulate community needs; shape the services provided to neighborhoods; and they reflect New York City’s remarkable diversity. Community districts range in size from less than 900 acres to almost 15,000 acres, and in population from a little more than 50,000 residents to more than 200,000."

Please add one more item for the "Topics" page: "2020 Census"

The order should now be as follows:

Housing & Economy Population 2020 Census Waterfront Urban Design Transportation Capital Planning Region

"2020 Census" should be included in the left navigation as well.

Here is the breakdown for projects in The Bronx, Brooklyn, Manhattan and Staten Island. All projects should be placed in one of two categories: In Progress or Completed Studies.
