OEB Configuration Updates #1911

Description

Updates two configuration settings for Open eBooks:

  1. Adds new NCES IDs for Title I schools
  2. Moves Grade 4 from Middle to Early classification for Clever.

Motivation and Context

These updates are to align the CM codebase with project requirements from the Open eBooks team

How Has This Been Tested?

Unit tests have been updated. No further testing should be necessary
