Description

Updating requirements and addressing any necessary changes.

FLASK_ENV to FLASK_DEBUG in the Dockerfile
Pull in flask_sqlalchemy_session since the package is now archived
Update babel, cryptography, lxml, pillow, pyopenssl, pytz, python3-saml, urllib3
Update Flask to 2.2.5
Fix tests

Motivation and Context

Address some dependabot alerts
